Activities of the Ministry

Activities of the Ministry of Economy and Regional Development in Supporting Cluster Development in the Republic of Serbia:

The Ministry of Economy and Regional Development conducts long-term Cluster Development Support Programme for the period 2006 – 2011. Implementation of the Programme in 2007 was enabled by financial support of the Government of the Kingdom of Norway. The aim of the Programme is to support private sector development, job creation, and export expansion by supporting cluster linkages among enterprises, R&D Institutions and business associations.

The first stage of the Programme includes preparation and consultation process with stakeholders (end of 2005 and 2006); the second stage is stage of cluster stabilization and growth includes setting-up routines, (2007); the third stage is focused on strengthening of operational capacities and commercalisation of current clusters (2008); while the fourth stage - sustainability stage, includes providing full support to Serbian enterprises to strengthen its links with international business network, common innovative projects and innovation infrastructure development (as of 2009).

The Ministry of Economy and Regional Development supports clusters by grants allocated on the basis of competition, through a Public Call for Proposals procedure. A grant may not exceed 50% of the total eligible costs for cluster activities in different stages of development:

  • Support to new cluster initiatives (first stage),
  • Support to initial operation of already established clusters (second stage),
  • Support to growth and commercialization of clusters (third stage), and
  • Cluster sustainability (fourth stage).
